It means, Vedic God can not create anything, he can just make or transform the creation from one thing to another like transforming the wood into a chair. So Vedic God is not the True Creator at all. Then Who is the True Creator??

Here the true Creator is not Vedic, He is non-Vedic. Here the Hebrew word “bara (ברא)” applies the “ex nihilo” term which means “creation out of nothing”.
