=> Condemning physical relationship outside marriage:
Generally physical relationship outside marriage is condemned in Hindu Philosophy.
Bhagabat Gita says,
"There are three gates leading to this hell-**lust**, anger, and greed. Every sane man should give these up, for they lead to the degradation of the soul."
(Bhagabat Gita, 16:21)
['Bhagabat Gita As It Is' by His Divine Grace A.C. Bhaktivedanta Swami Prabhupada]
This verse indicates that lust or desire outside marriage can lead one to hell if it is not maintained properly.
It is further mentioned in Yajur Veda,
"O God, **cast aside a lover**,
**who cohabits with another's wife** ; **a
paramour having illicit connection with a domestic woman** ;
**an unmarried
elder brother suffering from the pangs of passion** ;
younger brother who
has married before his elder to inherit his father's property ; the husband
of a younger sister whose elder sister has not been married, for ulterior
motives of greed ; a licentious adorned woman who pretends for penance ;
**a lustful go-between woman bent on arousing passions** ;
a by-sitter for
garrulity, an obstinate man who insists upon acceptance ; and him who
offers presents in the shape of bribe, to gain strength."
(Yajur Veda, 30:9)
[The Yajurveda by Devi Chand]
=> Reason for condemning love and sexual desire outside marriage:
Let us now examine why sexual relationship outside marriage is condemned in Hinduism.
It is mentioned in Bhagabat Gita,
"If I should cease to work, then all these worlds would be put to ruination. I would also be the cause of ***creating unwanted population***, and I would thereby destroy the peace of all sentient beings."
(Bhagabat Gita, 3:24)
['Bhagabat Gita As It Is' by His Divine Grace A.C. Bhaktivedanta Swami Prabhupada]
In the Purport of this verse, Swami Prabhupada says,
"**Varna-sankara is unwanted population** which disturbs the peace of the general society. ***In order to check this social disturbance***, there are prescribed rules and regulations by which the population can automatically become peaceful and organized for spiritual progress in life....."
[Purport of Bhagabat Gita 3:24 by Swami Prabhupada, source: https://asitis.com/3/24.html]
So, the reason for condemning such illicit relationship is not for the relationship outside marriage, but for the unwanted child born from such adultery and fornication.
Let us see some more verses.
It is mentioned in Manusmriti,
"For by (adultery) is caused ***a mixture of the castes (varna) among men***; thence (follows) sin, which cuts up even the roots and causes the destruction of everything."
(Manusmriti, 8:353)
[The Laws of Manu translated by George Bühler]
So, the another reason for condemning such relationship is the mixing of castes.
Now let us examine a few other verses.
It is mentioned in Manusmriti,
"He who violates an unwilling maiden shall instantly suffer corporal punishment;
***but a man who enjoys a willing maiden shall not suffer corporal punishment, if (his caste be) the same (as hers).***
***From a maiden who makes advances to a (man of) high (caste), he shall not take any fine;***
but her, who courts a (man of) low (caste), let him force to live confined in her house.
A (man of) low (caste) who makes love to a maiden (of) the highest (caste) shall suffer corporal punishment;
***he who addresses a maiden (on) equal (caste) shall pay the nuptial fee, if her father desires it.***"
(Manusmriti, 8:364-366)
[The Laws of Manu translated by George Bühler]
So, from all these verses, we can conclude that if a maiden agrees and submits herself to the male of her same caste for sexual relationship outside marriage and during their intercourse, if they take protection so that no unwanted child is born from their relationship, then such illicit relationship is allowed and the male has not to be given any punishment or will not be forced to pay any fine.
In case of male, if he calls a maiden of his same caste for such desire, he may pay the nuptial fee, if her father desires it (as per Manusmriti 8:366).
Besides, if a Brahmana man makes relationship with the female of lower caste and both of the male and female are agreed to each other, then generally he may do that by giving some fees for it.
"A Brahmana shall be compelled to pay a fine of one thousand (panas) if he has intercourse with guarded (females of) those two (castes); for (offending with) a (guarded) Sudra female a fine of one thousand (panas shall be inflicted) on a Kshatriya or a Vaisya."
(Manusmriti, 8:383)
[The Laws of Manu translated by George Bühler]
"A Brahmana who approaches unguarded females (of the) Kshatriya or Vaisya (castes), or a Sudra female, shall be fined five hundred (panas); but (for intercourse with) a female (of the) lowest (castes), one thousand."
Manusmriti, 8:385)
[The Laws of Manu translated by George Bühler]
So, we see very clearly that illicit relationship is condemned not because of the relationship outside marriage, but for unwanted child birth and mixing between castes. And if anyone can manage such issues, he may make physical relationship outside marriage also.
=> Physical desire outside marriage is natural and tolerable:
Though love and sexual desire is condemned, we have seen above that it is not fully prohibited. To get the way of Mokhsha(becoming free from desire), Hinduism tolerates the sexual desire. Here marriage is prescribed, but sexual relationship outside marriage is also considered natural and tolerable if anyone can manage to overcome the adverse situation.
It is mentioned in Manusmriti,
"There is ***no sin*** in eating meat, in (drinking) spirituous liquor, and in **carnal intercourse**, for that is the *natural way* of created beings, but abstention brings great rewards."
(Manusmriti, 5:56)
[The Laws of Manu translated by George Bühler]
a. Legal way of Dating and Adultery:
Kamasurta clearly explains how one can do dating and make sexual relationship before marriage.
We are giving only a few examples below.
 Legal Dating:
It is mentioned in Kamasutra,
"When a boy has thus begun to woo the girl he loves, ***he should spend his time with her and amuse her with various games and diversions fitted for their age and acquaintanceship***.............
................
In this way the man should do whatever the girl takes most delight in, and he should get for her whatever she may have a desire to possess..........
.................
In the next place ***he should get her to meet him in some place privately***, and should then tell her that ***the reason of his giving presents to her in secret was the fear that the parents of both of them might be displeased***, and then he may add that the things which he had given her had been much desired by other people.
When her love begins to show signs of increasing he should relate to her agreeable stories if she expresses a wish to hear such narratives. Or if she takes delight in legerdemain, he should amaze her by performing various tricks of jugglery; or if she feels a great curiosity to see a performance of the various arts, he should show his own skill in them.
When she is delighted with singing he should entertain her with music, and on certain days, and at the time of going together to moonlight fairs and festivals, and at the time of her return after being absent from home, he should present her with bouquets of flowers, and with chaplets for the head, and with ear ornaments and rings, for these are the proper occasions on which such things should be presented.
He should also teach the daughter of the girl's nurse all the sixty-four means of pleasure practised by men, and under this pretext ***should also inform her of his great skill in the art of sexual enjoyment.*** All this time he should wear a fine dress, and make as good an appearance as possible, for young women love men who live with them, and who are handsome, good looking and well dressed."
[The Kama Sutra of Vatsyayana, tr. by Richard Burton/PART III/CHAPTER III]
 Sexual Enjoyment:
It is further mentioned in Kamasutra,
"When engaged with her in any game or sport ***he should intentionally hold her hand.***
***He should practise upon her the various kinds of *embraces*, such as the *touching embrace*, and others already described in a preceding chapter (Part II, Chapter II).***
......When engaged in water sports, he should dive at a distance from her, and come tip close to her........
.......At parties and assemblies of his caste he should sit near her, and **touch her** under some pretence or other, and ***having placed his foot upon hers, he should slowly touch each of her toes, and press the ends of the nails;*** if successful in this, he should get hold of her foot with his hand and repeat the same thing.
***He should also press a finger of her hand between his toes when she happens to be washing his feet;*** and whenever he gives anything to her or takes anything from her, he should show her by his manner and look how much he loves her.
He should sprinkle upon her the water brought for rinsing his mouth; and ***when alone with her in a lonely place, or in darkness, he should make love to her,*** and tell her the true state of his mind without distressing her in any way."
[The Kama Sutra of Vatsyayana, tr. by Richard Burton/PART III/CHAPTER IV]
b. Legal process of fornication:
It is mentioned in Kamasutra about the legal process of fornication like this way:
"***A man may resort to the wife of another***, for the purpose of saving his own life, ***when he perceives that his love for her proceeds from one degree of intensity to another***. These degrees are ten in number, and are distinguished by the following marks:
Love of the eye
Attachment of the mind
Constant reflection
Destruction of sleep
Emaciation of the body
Turning away from objects of enjoyment
Removal of shame
Madness
Fainting
Death
Ancient authors say that **a man should know** the disposition, truthfulness, purity, and will of a young woman, as also the intensity, or ***weakness of her passions, from the form of her body, and from her characteristic marks and signs***. But Vatsyayana is of opinion that the forms of bodies, and the characteristic marks or signs are but erring tests of character, and that women should be judged by their conduct, by the outward expression of their thoughts, and by the movements of their bodies."
[The Kama Sutra of Vatsyayana, tr. by Richard Burton/PART V/CHAPTER I]
c. Prostitute as a respected one:
It is mentioned in Manusmriti that adultery is not punishable for those who are engaged in criminal intercourse by concealing them.
"A man who is not a Brahmana ought to suffer death for adultery (samgrahana); for the wives of all the four castes even must always be carefully guarded.
Mendicants, bards, men who have performed the initiatory ceremony of a Vedic sacrifice, and artisans are not prohibited from speaking to married women.
Let no man converse with the wives of others after he has been forbidden (to do so); but he who converses (with them), in spite of a prohibition, shall be fined one suvarna.
***This rule does not apply to the wives of actors and singers, nor (of) those who live on (the intrigues of) their own (wives); for **such men send their wives (to others)** or, concealing themselves, allow them to hold criminal intercourse.***"
Manusmriti, 8:359-362)
[The Laws of Manu translated by George Bühler]
The men like actors, singers who send their wife to other men are not worthy for the punishment of adultery because they conceal them to do such criminal intercourse.
This law can be applied for the prostitutes too, because they also conceal themselves to satisfy their Lords' sexual desire.
It is mentioned that Prostitute or Courtesan is a respected part of Hindu Society.
"The Hindoos have ever had the ***good sense to recognise courtesans as a part and portion of human society***, and so long as they behaved themselves with decency and propriety they were regarded ***with a certain respect.***"
[The Kama Sutra of Vatsyayana, tr. by Richard Burton/PART VI/INTRODUCTORY REMARKS]
d. Prostitute compared to a chaste woman:
A Prostitute is also compared to a chaste woman during sexual intercourse.
It is mentioned in Kamasutra,
"***When a courtesan is living as a wife with her lover, she should behave like a chaste woman***, and do everything to his satisfaction. Her duty in this respect, in short, is, that she should give him pleasure, but should not become attached to him, though behaving as if she were really attached."
[The Kama Sutra of Vatsyayana, tr. by Richard Burton/PART VI/CHAPTER II]
So, we see clearly that Hinduism does not fully prohibit adultery and fornication and so it tolerates love and sexual relationship outside marriage.
Now, we are leaving this issue upon the readers to judge the fact by yourselves.
